According to http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q311308 and http://support.installshield.com/kb/view.asp?pcode=ALL&articleid=Q105063 you need to either include the "Customer Information" dialog or use

Setup.exe /V"ALLUSERS=2"
or
MsiExec.exe /I project.msi ALLUSERS=2
