You don't need SQL server on your machine but you need the drivers. 3.6 sounds very old (not sure where you read it though). Current MDAC, AFAIK is 2.8 (check microsoft.com/data).
"Server does not exist or access denied" is giving the most info. Either it really doesn't exist or access denied. If you're using IP as servername also check on what port it's listening and set the correct port as part of the servername.
