I think another major factor was the dramatic impact of the use of the first two. They were very close together, and it was much later that the full impact was made known.
Add to that the H-bomb and the horror it conjured and the very idea of ever using another one became universally abhored.
20 or so years ago there was talk of a neutron bomb that only killed living things and left inanimate things intact. That too was universally criticized. My guess is that some probably exist though :(
