deleted() is not the same as set("deleted"). deleted() tells you whether the current record is deleted. set("deleted") tells you the setting of SET DELETE.
However, your explanation would eliminate the main suspect: that you SET DELETED ON outside of the form.
I don't have any further ideas, for now.
