Is there a way to copy a directory structure without copying the files inside the structure?

We are switching a process to a new PC and need to copy over a directory structure and all of it's sub-directories. however, there are a lot of files inside this structure that take up 50+Gb of space. Our connection to this older Pc is not that fast. We only need the directories, not the data. Is there any way to copy just the directories and sub-directories but not the files?
