This message has been marked as the solution to the initial question of the thread.
The application (for Novell only) that I was thinking of is called whohasit.

WhoHasIt is a Windows application that lets the administrator quickly check who is using a file on the server. The easy to use windows interface is far simpler than trying to do the same job using RCONSOLE/MONITOR. The program displays a list of all the users with that file open, and the option to send the user a message, or clear the connection is provided. The program also displays any record locks held on the file and it is ideal for tracking down database problems. The Command line can be used in a SCAN loop to close critical files in an organized fashion.
