Hi Rex,
The red dot has to be at an executable statement. If you add or remove a line the red dot doesn't move with the line and if it ends up on a non executable line it can't be cleared with a double click. Not only that, the debugger won't fire up. However, it can be cleared with Tools->Debugger clear all breakpoints button.
As to whether it's a bug maybe SB will chime in.
