Are you using any delayed instantiation there?

It appears the "dead" area on the first page is exactly the area of the vertical scroll bar on the list boxes on pages 2 & 3. Thes list boxes are intially disabled. It's like that scroll bar is bleeding through to the 1st page and making that area of the form disabled.
