It seems that when humans are under stress they do things that do not seem rational. I cannot know the state of mind of the people involved in the incident we have been discussing. It is easy for us to judge after the fact but this shows how a terrible incident can occur due to events and fear.
Would more training resolve such issues? I do not know. I would not want to be a policeman and put into a situation where I have to make such a life and death decision.
Our world has changed and it has only just begun. We like quick results and solutions to problems. Terrorists can wait for years before they act.
