I think the officer(s) who were involved were looking... that day.

Good justification to just wrestle a defenseless man to the ground and shoot him eight times.

Jailing a wrong person is a mistake. Stalking and shooting a man eight time isn't.

No not recently. I've heard of people being thrown into jail. But that's a far cry from shooting someone. Yeah I know, it was a rhetorical question.
