You should be able to simply add this file to your setup and target it for the destination computer's system folder. If the system folder is not visible in your InstallShield project's list of destination computer folders, right-click on Destination Computer in the Files view and choose [SystemFolder] from the Show Predefined Folder list. It's been quite a while since I deployed this control, but to the best of my recollection it doesn't need to be registered, it just needs to be present.
