Let us hope that this does not produce stagnation in the police department which is virtually the same as no police force. After Just Cause the new police force had never been a civilian authority and not military. When they finished their training and knew that uneccessary use of force could cause them to not only lose their job but also face the judicial system (a first for them), many became almost frozen and useless. They were afraid to do anything. I watched more than a few apprehensions where the culprit just walked away after he wouldn't easily follow the police's instructions to get into the police vehicle without a struggle. We had to chase the individual down and wrestle him into the vehicles after watching in dismay. It took months for the new police force to become comfortable with the new guidelines and laws.
The sad thing (other than the tragic loss of a possbily innocent life) is that situations like this can create the same type of ill will towards the country as a whole from people of other nations and add fuel to the embers of a smoldering fire...
