It's a chapter from one very funny book (named, aptly, "Everythinger", or whatever's the name of the copybook that kids usually have with specific purpose of writing odds and ends into it), dedicated to what homonyms we have. Though our language is extremely poor in homonyms, it's possible to create puns by changing one sound in a word form and it becomes a form of another word. Anyway, the chapter title is a paraphrase of "homo homini lupus" (man to man [is] a wolf).
