If you mean finding a solution to the outsourcing problem. It could be. But be aware that this puzzle is extremely tricky to solve and it looks like that there are no rules.

This would be too complex to try to solve in this thread. Perhaps money has something to do with this. For example I heard people here say that it was'nt worth it to get one because the additional money that they would get from it was'nt worth the efforts.
So perhaps in some places it's a question of prestige, other places a question of money and other places a question of fulfilment.
