The memory problems have to do with memory on the workstations, not the server. A higher mvcount applies to each user and does reduce the amount of memory available to foxpro. If possible, you may want to try using the extended version of foxpro (foxprolx.exe). It doesn't work under Windows, for that you'd need to upgrade to FP 2.5 or higher.

Putting the overlay file and temp files on local hard drives will definitely speed performance, but it won't make a difference as far as available memory.
