Unfortunately, this is one reason that unscrupulous agencies can take advantage of both the programmer and the client in this manner. In countries such as Bulgaria, Romania, India, Russia and so on, where the cost of living is so much lower than in places like the UK, Germany, USA and Canada the programmers are willing to work for a much lower rate. This would not be so bad if the client was not paying an exhorbitant amount of money to the agency.
