If you want the full functionality of Word or Excel server-side (i.e. no local install) I think you'll probably have to go with Terminal Services or Citrix, rather than a Web server. Whichever way you go you'll need to keep your Word/Excel licenses legal.

If you want to do it just to save $$, you could look instead at OpenOffice, which is mostly compatible and freely downloadable.
