I think we need a fuller explanation of your environment and what you're trying to accomplish.

What do you mean by "Word document that is on a Web site"? Do you mean that if you navigate to a specific page on a Web site, there are link(s) that let you download Word document(s) to your computer where they may be opened?

If so, you could create an application that posts, via FTP, a document back to the Web server (actually FTP server) that a user has modified on their local machine with Word or Excel.
