You're using SQL server authentication. Is necessary libraries loaded for SQL server? Is it listening on a TCP port? Is it configured for default port? What's your connection string (except pwd itself)?

Actually it was a problem with the web.config. I was using a SQL Server but dataaccess for for OLEDB. I never looked at the next lower line for the longest time.
