To run Adobe on a server you must have a terminal server session (or remote desktop) open under an ADMIN account (!). On a server this is not what you want because the moment you reboot the server, the session is gone and Adobe will stop functioning. This feature is documented by Adobe.

You can go to ghostscript.com for the licences. We rely heavily on GS and we switched because of the ´session´ problem with Adobe.
You cannot run a report in a DLL and therefor you must compile it as an EXE. There are other options but you will need to redesign parts of your program.
You could more your report to an exe, compile the rest as a dll. Register the DLL with COM+ and the EXE with Dcomcnfg. Not ideal but it should work.

Ron
