I'm not exactly sure I understand your question. The two columns should always start at the top of the page, after the page header.

Or are you asking for a way to make sure that labels that are side-by-side, even though some are taller than others and vary in length. For example:
XXXXXXXXXX     XXXXXXXXXX
XXXXXXXXXX     XXXXXXXXXX

XXXXXXXXXX     XXXXXXXXXX
XXXXXXXXXX     XXXXXXXXXX
XXXXXXXXXX
