Can you use a "label" instead of "report"? If you CREATE LABEL instead of CREATE REPORT you get a layout that has specific size labels and each record is position in one label. If this doesn't work for your situation, can you explain what it is about your situation that differs from a "label" layout and then maybe I can come up with some kind of trick.
