I'm not sure what the memory usage is for memvars. If you're not using the extended version of FP, increasing a user's RAM won't help. 16 meg is way more than you need if you're not running under Windows. The key is really to use the extended version. If you do this, you should have plenty of memory free to up the mvcount.
