Certainly we aren't missing the fact of the lives lost. What went on down there is heartbreaking. But we're talking about New Orleans' future, and planning for the future is going to have to concentrate on the living rather than the dead.

As for the French Quarter, apparently it was built on some of the highest ground in the area, and managed to weather Katrina better than most of the rest of the city. It should be far better off than most areas.
