There was a joke about American Presidents telling the truth that was popular in 1967.

George Washington never told a lie!
Franklin Delano Roosevelt never told the truth!
Lyndon Banes Johnson could not tell the difference!

Now in all fairness to GWB, I do not know if he lies, is misinformed or if he understands or cares what the truth is. One thing for sure after GWB says something that is controversial his press secretary or member of his staff will be on the tele to say, “Oh, what the President really meant was…”!

When you are President of the United States (or any country) you get to create your own "truth"! :)
