Exactly. Tech-Ed is Microsoft's most important developer's conference. VFP never gets any significant exposure there. Even when Robert Green showed a bunch of graphs at DevCon showing how VFP 5.0 was being used more and more he admitted that it was mostly by VFP programmers upgrading from previous versions. As usual, Microsoft is really just trying to sell the product to people who already use it.
