What is a framework? Here is one explanation:
"An application framework is a set of reusable components with a reusable application design. There are a number of commercial frameworks (I use Mere Mortals Frameworks) and some freebies

The Mere Mortals .Net framework has the "AddRowsWithDownArrow" property that can be set to false to stop users adding new rows.
