as mighty as any country is you can never beat nature, that said there was a report dug up by the bbc i think that said there were reports months ago that because of the drop off in funding the dykes would not be fully functional. it does appear that no one seemed to do anything for far too long. i listed to a really good news report about the entire situation and a local man said that there are a lot of homeless people in the city, more than most, and that these have never been counted and so will add a lot to the overall death total.
