No, it's not "buggy". It has a few bugs as any other software but it is the most stable first release of any VFP version to date. I use it daily and would not hesitate to recommend it to anyone over VFP8, or 7 or any other.

The VFP Road Map mentions there will be a VFP9 SP1 coming out by the end of the year (maybe December 2005?)
