Yes there's plenty to go around. indeed they should not have sent people to the Superdome unless they provided generators, food, medicines, porta-pottys and medical personnel.
In Miami Beach where I live, in an evacuation zone, there are signs all over the place identifying Evacuation Pick-Up points. The elderly and the poor are picked up by County buses and taken to some shelter in case of a mandated evacuation.
In New Orleans they ordered an evacuation. Approx 20% of the people stayed. Many, if not most, because they are too poor to afford transportation or a place to stay. They should have been provided.
