From here it looks like a shot at a helicopter and some looting was a damned useful event to claim "personal safety issues" as reason for delay in moving 'security' into place.

After all, reporters from every network/cable channel are there talking from every part of the city and you don't hear a lot of shots in the background and they aren't wearing flak jackets and they aren't reporting shooting.

I've seen only one frustrated/sapped NO cop say anything about rape in the Superdome or Convention Centre.
