First step in NA would be to improve your outdated infrastructure and public transportation (which has proven in New orleans to be really bad), and do something about your eccesive energy consumption. Forget the big trucks: Get efficient smaller cars.
Investment in alternatives to fossile fuel (like wind-energy), hybrid cars, etc would be step no two.
