The only thing I heard about this was that someone was worried that the busses would be stolen. Or some other red tape.
Whato worries me more are the numerous reports of FEMA refusing help, or the staged photo-ops, where it'd all work smoothly while the cameras were rolling, and then whisked away within an hour. Including the machinery which was patching the breach in the dike, reduced to one single crane the next morning.
