One thing I heard, not confirmed as true mind you, just a comment I heard, was that some people refused to leave because they thought they would be charged for the bus ride and they couldn't afford it.

Also heard the same from a helicopter crew that some people had to be convinced (forced) to be lifted by assuring them they would not be charged for the service. Sad.
