Depends, I guess. If I want to go to the US, and you're not one of the border guards, I'd probably be allowed to. ;)

The newspapers here showed lots of Canadians boarding airplanes to go down to New Orleans and environs to help out.

It took a while for large delegations to get permission to fly down in order to pick up Canadians who were trapped down there, but I can sort of understand that. The last thing that was needed there would have been to have countries all over the world flying down to get their own back. It would only have added to the chaos. Eventually permission did come through and flights did go down to evacuate Canadians.
