Virginia Beach has about 420,000 people stretched over a very large area. There's a public transportation system (and a new one is being planned on top of it), but the lines have one vehicle per hour.
When I was a college student in Novi Sad, a city of then about 200,000 people, they had a variable-density traffic system. Depending on the time of day, the next bus would come within the next 3 to 15 minutes. After 9PM, though, it would be every 30 minutes until midnight, and then there'd be one or two more rides until 3AM. At 6AM it would resume with the full one-car-each-three-minutes. You never saw people running for a bus - they knew the next one is coming soon enough.
Of course, Novi Sad is an exception - not too many cities had it organized so well. And, BTW, the ride cost about half a beer... and the beer was cheap :).
