You can be 100% sure that article is correct. Last year when all the hurricanes hit Florida, our agency (specifically staff from our EPA office in Dallas) were sent to serve as community relations personnel. The sexual harassment training is a bit surprising though, but we get a lot of that type of training in the Fed gov't.
