Many forget that the Senate unanimously voted 95-0 against the Kyoto Agreement during President Clinton's administration. Instead, the Senate voted in favor of the Byrd-Hagel Resolution (98) which stated that the U.S. shouldn't sign the Kyoto agreement for specific issues that they wanted changed first. Al Gore only symbolically signed it and Clinton never did due to the Senate's position. Senate Resolution 98 directed that any such treaty must include new scheduled commitments for the developing world in addition to any such requirements for industrialized nations but requirements would be binding and mandatory and lead to real reductions in the emissions of greenhouse gases over time.
