No -- the second form has showwindow = 1

Changing it to 2 does create the behavior I expected (in terms off the second form disappearing when the first form gets focus), but there are two other new behaviors:
1) The second form shows up in the windows task bar
2) Minimizing the first (main) form doesn't minimize the second form.

I had thought they would all disappear together.

Am I barking up the wrong tree here?
