Halliburton subsidiary Kellogg Brown and Root was just awarded a $12 million dollar contract to repair the naval station in Gulfport, Mississippi where Cheney was speaking.

Reports indicate that contracts were signed with the federal government several years ago to rebuild New Orleans, in case of a flood.

Funds to work on the New Orleans Levies were cut off July 2004, so the Army Corp of Engineers ceased all work. Money to beef up the levies was approved by congress and vetoed by the President. We have to rebuild Iraq!

A what if scenario involving sustained winds of 120 mph, up to 20 inches of rain in parts of southeast Louisiana and storm surge that topped levees in the New Orleans was created in July 2004. This was created by federal agencies. The people in charge of federal agencies that support national disasters stated they knew nothing of the plan.
