I don't think the State of Florida considers those hurricanes a convience. Look at what North Carolina is doing now and did when Ivan(?) hit (Tracy Holzer provided a link to that story elsewhere in one of these threads).
I do not exonnerate what the Feds did or did not do. Just providing balance since so many here so desperately want to blame the Feds for everything. I know for a fact we (U.S. Environmental Protection Agency in Dallas) had numerous employees in New Orleans rescuing people from day after the city flooded. We were also prepared BEFORE the hurricane hit in anticipation. Almost everyone on the UT is clueless about what the actual response has been.
