Probably correct, except that the flooded sections (not the French Quarter) will be hazardous to your health for many years.

Would you buy a house and let your kids play on the lawn when you do not know what kind of pollutants are really there? Besides pestcides, fuel and sewage, there is mercury and lots of unknown stuff from a landfill that was covered with water and has a sizeable runnoff. (From what I heard from a guy in EPA this week on the radio).
