Dude, you need an attitude adjustment. Positive change does not come about through negative attitudes.

Some will not, others will depending on what opportunities they have found while "exiled" and whether or not they atually owned their home/property.

Possibly, but whoever owned the land before still owns it now and would be paid if they decide to sell it.

Only if the current land owners agree to do this.

This is where LA spent the Federal funding targeted for levee improvements in the first place.

They will be rebuilt and improved but not only for the reasons you state here.
