I was fulling around with the detail band while keeping the memofield a constant size. The memofield was "stretch with overflow" and wouldn't go longer than about 2-3 inches. The memofield is the only thing in the report.

While keeping the memofield a constant size, I decreased the length of the detailband. When the detailband was less than 5" in length, the memofield printed on one page. If the detail band was greater than 5" in length, it printed on two pages with the second page being blank.

My report writing skills are not very good, but the only way I would think this should happen is if the paper setup is listed as 5"(length) x 8.5"(width). In that case, if I make the detailband greater than 5" length, it would go to the next page even if no field is printed on the 2nd page. However, I checked my page setup and it is listed as 8.5"(width) x 11"(length).
