I have two alternative formulations to suggest that would solve the whole problem:
A. change "under God" to "under God, or whatever"
or
B. change "with liberty and justice for all" to "with liberty and justice for all, except those damned atheists"
Hmmm... Neither of those sounds too appealing, so maybe they should consider going back to the original version after all...
