Microsoft isn't making the beta publicly available. It will be available through MSDN Universal and maybe also on the MS Beta Evaluation CDs. Also, MS people are traveling the country going to user groups and giving away a few beta copies at each meeting.

I don't think there's any other way to get the beta.
