Our Network guy explained, that I have an old video card and the only way to use my monitor to its potential is to buy a new video card (which I'm not sure will happen soon). One of my colleagues is not having this display problem. Two others have it if they use 800*600 resolution. What exactly should I (or our network administrator) do to check, if drivers are the latest?

Did you have access to Display settings in Control panel?
If so, open this applet, go to settings Tab and see what Video Card you have, then you can go to producer cite and download the latest driver.
You can not so old video driver that can run ONLY in 800x600, even NVIDA Riva TNT 2 has 1024x768.
The problem could be caused if you use TFT monitors and not set them to their optimal resolution, or use a lower Monitor refrehs rate.
