They're not. You can think of it as:
"MSDE is runtime only version - with some limitations on size, connections.."
"SQL Server developer edition is MSSQL with IDE - full blown SQL server with tools included"
You could workaround MSDE tools problem with tools available on internet but not worth the effort. To me an SQL server developer with only MSDE is like someone trying to find his way in darkness.

I didn't understand the rest, maybe with specific samples and questions we could help better.
PS: If you'd still go MSDE way download SSE instead (SQL Server Express 2005) from msdn.microsoft.com/sql. It's like MSDE but limits increased, more support, new commands... (and tutorials are bonuses).
