I see Cetin has already answered your question about the difference between MSDE and SQL Server Dev Edition. As he said, MSDE is just the database engine, it's what you deploy with your app. As a developer you definitely want the Dev Edition so you have the tools such as Query Analyzer and Enterprise Manager to work with.

I'm not speaking from experience here, but VFP provides the SQL Server Upsizing Wizard for conversion of a VFP database to a SQL Server database. Maybe that would help you? See the VFP Help file for details.

I have 3 copies of MSDE from VS, VFPn thru 9, etc. I just spent 2 weeks working with .Net and Foxpro data- with an eye towards a little migration- boy it doesn't seem to like the Fox at all. I get all sorts of extra quotes in the form code- and after cleaning it up it still doesn't seem to work right. Is this normal?
