The threads are moved on a regular basis if they were put in the wrong category or forum. In that particular case it was a specific Excel question, which better suits for MS Office forum.
I like the idea of having an ability to start a thread in any forum, not only subscribed set. Perhaps it should be a configurable option, because some members may not like to have big list of forums to pick from.
If it's not broken, fix it until it is.
